Network Change Notice - Effective Sunday 10/13/2024 until further notice (System40 eLMS Dual Operation) (FCCdata, FCC.today & other systems)

From Sunday October 13, 2024 until further notice, the frequency of updates provided by REC through eLMS will be reduced from every 10 minutes to every 15 minutes on weekdays. 

The REC Enhanced License Management System (eLMS) is a suite of programs that monitor application and action activity in the Federal Communications Commission's Licensing Management System (LMS) and has the unique capability of reading individual applications and posting information to REC systems on the same day as the filing or action without having to wait for a raw data update. eLMS also displays application details that are not included in the FCC's LMS raw data dump. This monitoring is done through a periodic polling of the LMS public view through an REC system called LMSlist. 

Starting on the weekend of October 12~13, 2024, following the copying of data from Legacy to System40, REC will engage in a "dual operation" of eLMS on both platforms. Dual operation will allow us to test the recoded eLMS software suite in a real-time environment, develop the recoding of the remaining applications that are more eLMS intensive and to assure the swift transition of the remaining sites (such as FCCdata.org and myLPFM.com) from Legacy to System40 with minimal downtime. 

While dual operation will result in increased calls to the FCC systems and to address timing issues brought on by dual operation, we will reduce the potential load to the FCC servers by distributing the calls over a longer period of time. This means that we will reduce the frequency of updates during weekday working hours from 10 to 15 minutes. This reduction is temporary we will return to normal operations once the transition is completed. 

For FCC.today, this means that updates will take place every 15 minutes instead of every 10 minutes.  For FCCdata.org, this will mean that site updates throughout the day will be less frequent than normal.

The temporary eLMS operations schedule will be as follows:

REC Operations Time (RECOT) is the equivalent of Mountain Standard Time (the time in Phoenix), currently also Pacific Daylight Time (UTC -7 hours).  

During the dual operation period, most of the systems, including those that have already transitioned to System40 will continue to use Legacy as the data source.  Due to the nature of the system the Filing Window Application Tracking System (FWATS) will convert to System40 eLMS as its data source.  

We are expecting that the remaining systems, including FCCdata and myLPFM will be fully transitioned to System40 by the end of October.  Once all systems are transitioned, we will close down the Legacy server and revert eLMS processing back to its previous schedule. 

We are still advising that any updates to station images made on myLPFM will not properly reflect.  We will advise when myLPFM moves completely to System40 and updates can be made again.
