eLMS: fair_distribution

Information about original construction permit applications filed in an NCE filing window to determine population coverage for first and second NCE service.  This table is also used by REC to make adjustments to the scoring and to track certain aspects of these applications.

Columns in bold are included in the eLMS Public Data Feed.

lms_application_id

varchar(32)

Primary index used for all applications.  Corresponds with the FCC’s application identifier used in LMS and therefore can be used to cross reference with FCC raw data.   Unless otherwise indicated, all relational tables in eLMS are linked by lms_application_id

fair_first_pop

int Population of first NCE service as claimed by applicant.

fair_second_pop

int

Population of second NCE service as claimed by applicant.

fair_aggregated_pop

int Aggregated first and second NCE service as claimed by applicant.

rec_adj_priority

int

Adjusted fair distribution preference based on REC review of the application. 

  • 0 = no adjustment made
  • 1 = adjusted to First Aural Transmission Service
  • 2 = adjusted to Tribal Priority
  • 3 = adjusted to First NCE Service
  • 4 = adjusted to Aggregated First/Second NCE service
  • 5 = adjusted to no preference

rec_adj_points

int Adjusted comparative review points based on REC review of the application.  This will show either the points that it was adjusted to or 0=no adjustment made or -1=adjusted to 0 points.

rec_comments

varchar(25000) Comments made by REC at the application level.

potential_winner

int A value of 1 indicates that the application is either the predicted winner or FCC declared tentative selectee of the group.

rec_acl

int A value of 1 indicates that the application appears on REC's "Application of Concern List".

lpfm_divest

int A value of 1 indicates that the applicant is currently the licensee of an LPFM station and that the grant of this application is contingent of the divestiture of the LPFM station prior to program test operations of the NCE station.

win_method

int

If the applicant is a tentative selectee or predicted winner, how the applicant will win the group:

  • 1 = Fair Distribution preference level
  • 2 = Fair Distribution first NCE service population
  • 3 = Fair Distribution aggregated first/second NCE service population
  • 4 = Point system
  • 5 = Technical points
  • 6 = First tie breaker (number of current authorizations)
  • 7 = Second tie breaker (number of pending applications)
  • 8 = Prior NCE application dismissed in comparative review

garbage_list

int A value of 1 indicates that the application appears on REC's "Garbage List", which is used to identify applications that are very defective.

mx_breakout

int A value of 1 indicates that the applicant has been able to break out of the MX group to become singleton as a result of either the applicant filing an amendment, the dismissal of another application in the MX group or the amendment of another application in the MX group.

amd_reviewed

int A value of 1 indicates that an amendment to the application has been reviewed by REC.

win_id

int Identification of filing window the application is in.
